		<description>The Big Pipe projects were *not* paid for by taxpayers.  They are being paid for by *ratepayers*.  The City sold revenue bonds, which will be repaid using funds from sewer bills.  The distinction is subtle, but I think it&#039;s important.  The same thing applies to the water system.  No tax dollars have ever been spent on the water system; it doesn&#039;t need tax dollars when the system has paying customers.  We are fortunate to have public utilities providing these services *at cost*.  It&#039;s a continuing tragedy that other essential utility services are not provided on a similar *at cost* basis, like, say, last-mile communications infrastructure.  Instead, we are saddled with a monopolistic federal telecommunications policy and a City Council that is tone deaf to please for relief.</description>
